Your agency needs to work with others in the community to address the opportunity or problem for which you seek funding. Public and private funding organizations will frequently decline to consider proposals that do not reflect the involvement of the target group, as well as organizations in the community that provide similar or related services. Proposals that reinvent the wheel, resist ideas or models that were “not invented here,” or reflect a lack of coordination face a higher probability of rejection. If funded without collaboration, agencies run a much higher risk of program failure.

There are multiple models of collaborative projects, particularly in the academic and research arenas. The web sites included here give you some ideas about the concept of collaboration, and specific examples of ones that worked.
